National Forum on the Human Right to Housing
National Forum on the Human Right to Housing
The National Law Center on Homelessness and Poverty will sponsor a National Forum on the Human Right to Housing on June 7-8, 2011, at the Thurgood Marshall Center in Washington, D.C. Discussion topics will include preventing homelessness, combatting criminalization of homelessness using a human rights framework, civil rights as human rights, federal and local budgets and human rights, violence and the right to housing, veteran homelessness, communications strategies. The conference will include a congressional briefing and an opportunity for participants to arrange meetings with their congressional delegations. The registration fee is $100 until May 16.

This Confrence presents a unique opportunity for legal services program staff, the public and private bar, members of the judiciary, human services agencies, elected officials and others to discuss critical issues facing the poor and underrepresented in our state. The economic downturn has impacted all aspects of society yielding an unprecedented ripple effect. The upside down housing market, rising unemployment and lack of community stability have pushed many into a new realm of poverty or near poverty to which they are unaccustomed. This causes a level of frustration and stress for legal services advocates who are already overwhelmed. Having a conference to strategize about new approaches and rejuvenate one another is that much more meaningful during these challenging times.

THE NEW FORECLOSURE PREVENTION 101 – A BEGINNER’S GUIDE
Please consider volunteering for Maryland’s Foreclosure Prevention Pro Bono Project and help your neighbors in need. Since the launch of the Project in July 2008, over 1,150 pro bono attorneys have been trained and more than 2,500 homeowners have received free legal assistance through the Project. With the passage of Maryland’s Foreclosure Mediation Act, homeowners now have a new tool in their fight against foreclosure. They need legal counsel, however, to ensure the best possible outcome and a sustainable solution.
Volunteer attorneys will receive this basic training program for FREE in exchange for providing homeowners pro bono representation in their mediation sessions and volunteering at foreclosure solutions workshops where homeowners receive free legal advice about possible solutions to their mortgage issues. Participating attorneys will have access to malpractice insurance and mentoring support.
This basic training program will cover:
- Mortgage lending and loan servicing;
- Maryland Foreclosure Law 101 – Real Property Law, Maryland Rules regarding foreclosure actions, Maryland Foreclosure Mediation Law;
- Loss mitigation including loan modifications, forbearance agreements, short sales, etc.
- ABC’s of President Obama’s Home Affordable Modification Program; and
- Defensive litigation strategies.

Federal Courts Discuss Smartphone Policies

"The U.S. Judicial Conference, which helps set policy for federal circuit (appeals) and district (trial) courts, has issued a memo, first reported by Wired's "Threat Level" blog, that is meant to help individual courts set policies on when and how smartphones and similar devices can be brought into and used in courthouses and in courtrooms."

The memo does not recommend that district courts adopt any particular policy, but lists several factors that courts should consider in formulating a policy, including:
* which devices will fall under the policy (the memo's list includes cell phones, PDAs, earpiece (Bluetooth) devices, laptops, and digital and other types of video cameras or recorders);
* how the policy will apply to and perhaps distinguish amongst the various types of persons entering the courthouse and courtrooms (see this post for a critique of this approach);
* the lack of court security officer resources to implement such a policy;
* the times, locations, or proceedings at which the devices may be used;
* whether the same policy should apply in every division and courthouse of the district or circuit;
* the policy's effect on access to the courts by the public and family and friends of litigants and criminal defendants, as well as the policy's effects on jury service;
* the policy's effect on other tenants and visitors to the building housing the court;
* whether the court should provide training on the risks and benefits of bringing the such devices into the courthouse or courtroom; and
* the effects of the policy on court administration.

Veterans' Benefits Training
Veterans’ Benefits Training for Pro Bono Lawyers – LIVE & ON-LINE TRAININGS
A training program offered by Pro Bono Resource Center of Maryland and The Homeless Persons Representation Project
Many of our homeless veterans are not receiving the benefits to which they are entitled and that are necessary for their daily survival. This FREE training program will be provided to attorneys volunteering to provide pro bono legal assistance to a Maryland veteran who is homeless or at risk of homelessness and is seeking service-connected disability benefits through the Department of Veterans Affairs.
